How Many Notices Should I Expect?
These are planning ranges, not guaranteed counts. Two things drive the count: how dense the surroundings are, and apartments, because every apartment unit counts as its own notice.
- Rural or industrial surroundings (big lots, few homes): ~25–75 notices, roughly $450–$545 total
- Suburban single-family streets (the most common case): ~75–250 notices, roughly $545–$885
- City mixed-use, duplexes, small apartment buildings: ~250–600 notices, roughly $885–$1,570
- Dense downtown or a large apartment complex in range: 600–1,500+ notices, $1,570–$3,300+; above 800 notices we quote by hand
The firm quote counts the actual radius before you pay anything.

If you have Form ABC-207-E or the requirement list, attach it; otherwise you can send it later.
What the Law Asks for
Under California Business and Professions Code §23985.5, an applicant for a retail license at a premises that isn't currently licensed, or for a different retail license, mails a notice of the application to every resident within 500 feet of the premises. Owners within the radius are included when the local city or county provides their names and addresses free of charge. The notice is Form ABC-207-E, which your ABC district office gives you.
After mailing, you return Form ABC-207-E, the Declaration of Service by Mail (Form ABC-207-F), and the list of addresses notified to the district office. The 30-day protest period under §24013 starts from the later of posting the premises or mailing the notices, so ABC asks applicants to mail as soon as possible. (ABC's instructions)
What We Do
- Build the radius list. Every residential address within the radius, measured 550 feet from the building footprint (the required 500 plus a 50-foot safety margin), plus owners where the local list is free. Every unit of a multi-unit building receives its own notice.
- A person reviews every list. Every list is reviewed by a person before it mails.
- Mail the notice. Your Form ABC-207-E, first-class with postage prepaid, to every address on the list.
- Sign the declaration after mailing. Once the notices are in the mail, we complete Form ABC-207-F with the mailing date and details and sign it as the mailer. It is never signed before the mailing.
- Hand you the proof packet. The signed ABC-207-F, the final address list, the mailing and vendor confirmations, and the CASS report, ready for your district office.
Our fix-it guarantee. If we make an error in the list or the mailing, such as wrong addresses, missed units, or misaddressed pieces, we correct it and re-mail at no charge. If a district office rejects a mailing because of our error, we fix it and resubmit at no charge.
Three Ways to Get the Mailing Done
| Buy a List, Mail It Yourself | An Attorney Handles the Application | PublishProof Full Mailing | |
|---|---|---|---|
| Who Does the Mailing | You print, stuff, stamp, and mail every notice | The attorney, as part of the whole application | We print and mail every notice first-class |
| Cost | The list, plus your printing, postage, and time | Billed hourly, commonly running into the thousands | $399 + $1.95 per notice, quoted firm before you pay |
| Proof for the District Office | You complete Form ABC-207-F and assemble the packet | Prepared by the attorney | Proof packet prepared for you, with Form ABC-207-F signed by us after the mailing |
Work starts once your application is filed and your district office has given you Form ABC-207-E and its written list of requirements. During this pilot, our team prepares each order by hand.
What to Expect*
- Intake received. You get a confirmation email right away.
- Firm quote. Within 1 business day of your intake, we email your firm quote with a payment link. The full mailing total depends on how many addresses fall inside the 500-foot radius, which we know once the list is built. You pay from the quote, not at intake.
- We mail. Within 2 business days after you pay and we have the original Form ABC-207-E issued by your district office. The mailing clock starts when both are in hand. We sign Form ABC-207-F as the mailer after the mailing.
- Proof packet. The signed ABC-207-F, the final address list, the mailing and vendor confirmations, and the CASS report go to your district office. We email your copy within 3 business days after mailing.
* Timing is an estimate in business days for a standard order. We confirm each step by email as it happens.
PublishProof is an independent mailing and publication service, not a law firm, and doesn't give legal advice. Your ABC district office decides what your application needs.
