ABC 500-Foot Mailing

ABC 500-Foot Mailing FAQ

Answers about the California ABC 500-foot notice mailing, Forms ABC-207-E and ABC-207-F, and what your district office needs.

What Is the ABC 500-Foot Mailing?

When you apply for a retail alcohol license at a premises that isn't currently licensed, or for a different retail license, California Business and Professions Code §23985.5 requires you to mail a notice of your application to every resident within 500 feet of the premises. ABC's district office gives you the notice, Form ABC-207-E. (ABC-207 instructions)

Who Must Receive the Notice?

Every resident of real property within a 500-foot radius of the premises. Property owners within the radius are also included when the local city or county provides a list of owners' names and addresses free of charge (§23985.5(b)). ABC measures the radius in a straight line from the closest exterior wall of your premises.

What Is a Form ABC-207-F?

Form ABC-207-F is the Declaration of Service by Mail. The declarant states, under penalty of perjury, that a copy of Form ABC-207-E was mailed to each resident and owner within the 500-foot radius by first-class mail with postage prepaid. We sign it ourselves, as the mailer, and only after the mailing has happened: once the notices are in the mail, we complete it with the mailing date and details and sign it. (ABC-207-F)

How Long Does the Mailing Take?

We reply with a firm quote within 1 business day of your intake. We mail within 2 business days after you pay and we have the original Form ABC-207-E issued by your district office. The mailing clock starts when both are in hand. Form ABC-207-F is signed after the mailing, never before: we sign it as the mailer once the notices are in the mail. ABC asks applicants to mail as soon as possible, and the 30-day protest period under B&P Code §24013 starts from the later of posting the premises or mailing the notices, so a prompt mailing keeps your application moving.

What Does the District Office Need as Proof?

ABC's instructions say to return Form ABC-207-E, Form ABC-207-F, and the list of addresses you notified to your district office as soon as possible. We send you all three, ready to hand in, along with our mailing records.

Does a Transfer Need the 500-Foot Mailing?

The mailing applies to a retail license at a premises that isn't currently licensed, or to a different retail license. Your district office's written requirement list says whether your application needs it, so we start from that list.

How Many Notices Should I Expect?

These are planning ranges, not guaranteed counts. Two things drive the count: how dense the surroundings are, and apartments, because every apartment unit counts as its own notice. Rural or industrial surroundings (big lots, few homes): ~25–75 notices, roughly $450–$545 total. Suburban single-family streets (the most common case): ~75–250 notices, roughly $545–$885. City mixed-use, duplexes, small apartment buildings: ~250–600 notices, roughly $885–$1,570. Dense downtown or a large apartment complex in range: 600–1,500+ notices, $1,570–$3,300+; above 800 notices we quote by hand. The firm quote counts the actual radius before you pay anything.

Does Every Unit of a Multi-Unit Building Get a Notice?

Yes. Every unit of a multi-unit building inside the radius receives its own notice, addressed to that unit.

What If an Address Is Wrong or the District Office Pushes Back?

If we make an error in the list or the mailing, such as wrong addresses, missed units, or misaddressed pieces, we correct it and re-mail at no charge. If a district office rejects a mailing because of our error, we fix it and resubmit at no charge. That's our fix-it guarantee.

What If the Proof Packet Gets Lost?

We keep your proof packet on file. Email us and we'll resend it.

Can I Get an Updated List for a Later Transaction?

Yes. Updated radius lists for a later application are available and priced in your firm quote.

Can You Fill Out a W-9 or Set Us up as a Vendor?

Yes. Expediters and law firms can set us up as a vendor. We invoice under Ikigai Lifestyle LLC and provide a W-9 on request.

Why Can't My Title Company Just Give Me This List?

California's anti-inducement law for title companies, Insurance Code section 12404, restricts title companies from providing this kind of list as an inducement for business. That's why a separate provider prepares it.

Do I Also Need to Publish a Newspaper Notice?

Usually not for the same application. B&P Code §23986 requires newspaper publication for some applications, but subdivision (c) says it doesn't apply to an applicant subject to the §23985.5 mailing. We offer publication only if your district office's requirement list asks for it.

PublishProof is an independent mailing and publication service, not a law firm, and doesn't give legal advice. Your ABC district office decides what your application needs.
